This creepy *** dude in my office is always lurking around my female coworkers' desks. Should I tell someone?

He is this pedophile looking dude that is the company's IT guy. He's a total kiss *** to the owner, and it seems like he's untouchable in the company. None of the girls say anything, but I'm certain that he makes them feel uncomfortable. Should I tell someone? I can't tell my boss, she wouldn't give a ****. Can I report this to someone outside of the company, or is this just an uphill battle that I'm not going to win?
